Chairman, Council of Foreign Defence Policy
Sergey Karaganov has chaired the Department on World Politics at the Higher School of Economics since 2002. Since 2006, he has been Dean of its School of International Economics and Foreign Affairs.
From 1989 to 1991, Mr Karaganov was an Official Expert of the Committee on International Relations of the Supreme Soviet of the USSR. Starting in 1991, he was Member of the Scientific Advisory Council of the Ministry of Foreign Affairs of the Russian Federation, and over 1993-99, he was a member of the President’s Council. From 1996 to 2001, Mr Karaganov was a Member of the Advisory Board of the Chairman of the Council of Federation. After that, he was a Foreign Policy Advisor to the Presidential Administration.
Mr Karaganov is and Editorial Chair at the magazine Russia in Global Politics.
Since 1997, he has been a member of the Trilateral Commission. Over 1999-2005, he was a Member of the Tokyo Club (which held conferences to prepare recommendations for the G8).
In 2005, Mr Karaganov was named one of the 100 most influential intellectuals in the world by Foreign Policy and The Prospect magazines.
Mr Karaganov graduated from the Economics Department of Moscow State University. He successfully defended his thesis on the role and place of transnational corporations in US foreign policy. He has penned and edited 20 books and brochures and published around 400 articles about economic and political issues.
